A: I see. So you think they should pay the fee. Are there always problems with NHK?

No, when I was a child, I never heard of that kind of problems.

A: OK. Do you think they should do something to make people pay the fee?

Oh yes. I think NHK should take some measures to make those people pay. I don’t know how, but…

A: All right, I see. Do people always pay if there are not problems with NHK?

Oh no. There are some people who never pay even if there are no problems. Because they are not punished even if they don’t pay.

A: But do you think those people watch NHK programs?

Yes. They say “No, I don’t watch NHK.” And there are no punishments.
